But the words don't seem as sharp as they were. I've tried resetting everything I can think of without changing the refresh rate and it still doesn't change the clarity. Would lowering the refresh rate to something like 85 hz make a difference? Or is there some other setting I can change to make this better?

We don't all use CGA/TV monitors anymore, and the screen refresh rate is likely to be anywhere from 60Hz to 120Hz. So while you can use VSYNC for smooth updating of full screen graphics, you can't use it for timing unless you take in to account its rate. After upgrading my Win2k Radeon drivers to the latest version, I can no longer change the refresh rate on my monitor. The monitor apparently can produce a picture, but doesn't recognize it as valid input -- except during the moments when the computer is turning on and goes into plain VGA mode for a moment. What does the refresh rate do, and why did my screen go black?
Machine A can be defined as either the specific Viewsonic P815 or as the generic plug and play monitor. In either case, the Matrox on Machine A cannot display more than 60Hz as the refresh rate. Everything you said makes perfect sense, and as I describe here, it doesn't change the outcome how I define the monitor.

I have recently done the format/reinstall thing and cannot change my monitor refresh rates, as my 'primary' monitor is 'unknown monitor' and my recognised monitor is showing up as the 'secondary' monitor, even though I am not using the composite/S-video outs that my graphics card has.
